The purpose of the study was to analyze the state policy concerning orphans and children deprived of parental care in Ukraine at the stage of their leaving guardianship, as well as the current situation of preparing youth to go out of guardianship and get subsequent social support including a list of social services, their availability for the target groups, challenges, appropriateness of these services according to youth needs, efficiency of these services, etc.
Survey methods:
To implement this goal, a desk study was carried out including analysis of legislation, national and international documents, statistics, scientific publications and the results of previous social studies. Field phase of the study included consultations with national experts (14), in-depth interviews with representatives of the target group (12 interviews), their guardians, particularly foster parents and adoptive parents, principals of boarding schools (9 interviews), experts working with youth at local level (9 interviews).
Geography of the study: Kyiv city, Kyiv and Dnipropetrovsk regions.
