The survey was conducted upon the request from the Association of Ukrainian Cities within the framework of the Participatory democracy and evidence-based policy development in the local government sector in Ukraine.The Project is jointly implemented by the Association of Ukrainian Cities in cooperation with the Norwegian Association of Local and Regional Authorities and the Norwegian Institute for Urban and Regional Studies with the financial support from the Ministry of Foreign Affairs of Norway.

Purpose: to determinate the efficiency of local governments through the comparison of public and expert opinions on the quality of services in three areas: education, health care, social services for persons with disabilities in the pilot cities of the Project.

We identified the following key criteria for evaluation:

1) For the public education sector:

  • assessment of the pre-school education:
  • factors for parents to select PSEE and impediments while placing children in PSEE;
  • assessment of the quality of education in PSEE and attitude of staff towards children;
  • assessment of conditions for children in PSEE;
  • the level of official and unofficial extra payments for services rendered by PSEE;
  • assessment of school education:
  • factors for parents to select CSEE;
  • assessment of the quality of education in CSEE and attitude of teachers towards children;
  • assessment of condition for children in CSEE;
  • the level of official and unofficial extra payments for services rendered by PSEE;
  • participation of parents in the school life of their children;

2) Forthe health care sector:

  • the satisfaction level of respondents by services that are given by general practice family outpatient clinic and polyclinic at the place of residence;
  • the satisfaction level of respondents by in-patient treatment;
  • the assistance to respondents provided by state-owned/communally-owned medical establishments;
  • the activity of patients on the protection of their own rights;
  • expert suggestions towards high priority measures in the field of health care services at the local level;

3) For the social service for persons with disabilities:

  • barriers faced by persons with disabilities;
  • citizenship and level of social activity of persons with disabilities;
  • an attitude of persons with disabilities towards social reform;
  • the activity of departments/directorates of labor and social protection;
  • the activity of territorial social service centers;
  • the activity of the Center for Social Services for Family, Children, and Youth.

Survey methods:

  1. personalstructured “one-on-one” interviews with citizens. A total of 4000 citizens in 32 Ukrainian cities;
  2. personalstructured “one-on-one” interviewswithexperts. A total of 330 experts in 32 Ukrainian cities.
