The project “Promoting the integration of adolescent services into the primary and secondary health care system in Ukraine” (hereinafter – the Project) was implemented by the Ukrainian Foundation for Public Health (UFPH)with the financial support of the United Nations Children’s Fund (UNICEF) during July 2019 – April 2020.It was a continuation of a similar project “Promoting the integration ofadolescentservices in the primary health care system in Ukraine,” which was implemented by UFPH with the financial support of UNICEF from November 2017 to December 2018.

The project included several main components of the activity.

  1. Improving the regulatory framework in the field of providing medical services to adolescent patients.
  2. Maintaining adolescent-friendly services as part of health care reform.
  3. Mobilization and involvement of adolescents in the Project, dissemination among adolescentsof reliable and understandable information about various aspects of health.
  4. Building the capacity of physicians to implement and support modern youth-friendly mental, sexual, and reproductive health services.

The evaluation objective: evaluate the identified strategy for the Project implementation, identification of Project’s achievements and failures, as well as analysis of its results, including:

  • review of legal initiatives and policies developed under the Project;
  • analysis of the achieved results of the training and information components of the Project;
  • review of updated models of providing adolescent-friendly medical services;
  • assessment of the involvement of adolescents in the Project, their participation in decision-making processes related to adolescent health policy issues, achievements and lessons learned through participation in the Project;
  • evaluation of the effectiveness of measures aimed at increasing the capacity of doctors.

As for the individual components of the Project, several methods were used to document and evaluate them.

1) The assessment of the advocacy component and crisis management of youth-friendly clinics was carried out using the following methods.

  • Review of the legal framework in the field of providing adolescents with preventive and counseling services on health issues in the context of health care reform.
  • Secondary analysis of project documents.
  • In-depth interviews with experts in the field of health care administration.
  • Participant observation of activities organized under the Project.
  • Survey (questionnaire) of doctors of PHC Center in Poltavacity.

2) The evaluation of the adolescents’ engagement in the Project, the improvements of their access to health information was carried out using the following methods.

  • Focus groups with teenagers aged 14-17. A total of 7 focus groups were held.
  • Participant observation of activities organized within the framework of the Project, in which youth participated.

3) Assessment of doctors’ capacity-building in the provision of modern youth-friendly services was conducted using the following methods.

  • Analysis of questionnaires filled out by doctors participating in training on pre-exposure prophylaxis for HIV prevention (PrEP) before and after the pieces of training.A total of 157 sets of questionnaires were analyzed.
  • Secondary analysis of the project documents, namely the materials of the online training course on adolescent health for doctors, which was developed within the Project.
