The Survey was conducted upon the request of the Association of Ukrainian Cities (Ukraine-Wide Union of Local Governments) within the framework of the joint Ukrainian-Norwegian Evidence Based Local Government Policy Development in Ukraine Project finance by the Ministry of Foreign Affairs of Norway.
The purpose the conducted survey was to explore the public opinion with regard to openness of local government operations and cooperation of local governments with the citizenry.
The following data collection methods were utilised in the course of the survey:
- surveying of citizens – the overall size of the selection constituted 2,000 respondents in 20 cities of Ukraine.
- surveying of experts who were local government representatives – the total size of the selection constituted 225 experts including 149 local council members and 76 local government executive bodies.
