The study analyzed the factors interfering PLWH to receive care and support services; and the conditions (including a specific list of services) when PLWH refer to HIV-service NGOs for care and support. It also tested the hypothesis about the reasons why PLWH do not use care and support services provided by HIV-service NGOs, such as lack of relevant project information, fear of HIV status disclosure, unclarity or absence of social service needs, material obstacles, etc.
