The study was conducted aiming to collect, summarize and analyze expert assessments onviability mechanisms of preventive measures for HIV/AIDShigh-risk groups in a changing environment. Prior to the research, we held a desk research to review existing legislation, including the analysis of regulations approved by the public authorities, as well asto review relevant research results and other analytical materials. The task of empirical research formed based on the preliminary desk research, and focused on the study of “white spots” revealed during desk review, or on the verification of its preliminary findings.
Totally interviewed 54 experts: representatives of local governments and their executive bodies being responsible for the decision-making and control over its implementation (deputies of regional councils and Kyiv City Council; heads of regional (city)departments (administrations) onhealth, social policy, finance; Social Service Centers for Families, Children and Youth; and experts whose activities are directly related to the epidemic response (members of the coordination councils of various levels, including chief doctors or deputies of regional centers for AIDS prevention and control; leaders of regional NGOs; secretaries/managers of coordination councils and members of the cross-sectional working group on preparation of the Access strategyfor HIV high-risk groups to prevention services.
